Jeg er ikke sikker på at emacs læser HOME når den kører under windows.

Under Linux bør emacs starte i det bibliotek hvor du kalder emacs fra, 
hvis du starter det fra en terminal - eller alternativt i $HOME hvis du 
starter det f.eks. fra et shortcut (i gnome/kde)
