Jeg er enig bortset fra apostroffen (men da årstal bør skrives med
4 cifre, bliver det vel ikke aktuelt).

Jeg vil foreslå at det danske locale laves om så:

Foretrukket datoformat bliver: "1/10 1995"
Foretrukket tidsformat bliver: "16.00.00"
Foretrukket dato- og tidsformat bliver:
  "torsdag den 21. september 1995, kl. 16.00.00 CEST"

Forslagene har basis i diskussionen i denne tråd samt
Retskrivningsordbogen som har følgende eksempler:

  torsdag den 21. september 1995(,) kl. 16.00  (fra § 49)
  
  1/10-95 eller 1/10 95 eller 1.10.95
  1/10 1995 eller 1.10.1995 eller 1995-10-01   (fra § 66.3)

Hvem skal forslaget rettes til, og hvem bestemmer? (Keld?)
