det er faktisk ikke let at vide undtagen du antager
at visse tegn ikke hører til i en ISO-8859-1 fil
eller omvendt.

Hvis det blot er nogle enkelte filer så kan du jo prøve at 
læse filen med emacs eller :

  export LESSCHARSET=latin1
  less filnavn

Hvis det ser fornuftigt ud så er det nok latin1.

Du kan evt. også blot anvende recode og prøve at konvertere
filen og se om det er ok.

f.eks. 
  copy minfil.txt testfilutf8.txt
  recode latin1..utf8  testfilutf8.txt

æøå ÆØÅ vil normalt blive konverteret til noget i less (latin1)
med:

æøå Ã206Ã230Ã205
