Skulle jag kunna lägga in nån slag rad för min användare eller finns det
en allmän variant så att alla användare kan använda sitt
~/USER/public_html/cgi-bin/?

Kan man bara lägga till en:
<Directory /home/magnus/public_html/cgi-bin>
 AllowOverride None
 Options ExecCGI
</Directory>

i värsta fall?

roligare hade varit att om man kunde göra något i stil med
<Directory ~/public_html/cgi-bin>
osv...

skulle det gå?

Det var en annan variabel jag missat. Det var MinSpareServers som stod på
8. Så jag fick 3 + 8 = 11 servrar.
